Firefighters are investigating after they spotted clouds of black smoke engulfing parts of rural Kent as a massive blizzard hit in the afternoon, but the fire still continues to burn in many corners of the state.

The severe weather was caused by the winds of the Gulf Stream blowing across eastern Oregon and the southern Interior to the Northwest. The warm front, which originated south of Portland, is expected to move west over the next several days.

Firefighters say heavy smoke is still billowing from downtown Eugene and on the western slopes of Mount Hood, but the smoke has largely cleared by late afternoon.

The National Weather Service issued a high-grade, three-day thunderstorm warning for the central Oregon area late Tuesday, warning gusts up to 115 mph through Tuesday night and possibly as high as 120 mph by day's end.

Wind gusts up to 100 mph were also possible with the forecasted high pressure, but this is expected to settle along the coast to the north and southwest.

"With these winds, we're also getting more wind shear from this severe weather pattern," Oregon Department of Natural Resources climatologist Bruce Knecht said at a press conference Tuesday afternoon. "There is enough shear in that part of the area right now, which will make it harder for the heavy rain and cold front to come through as it has so far."

At 12:30 p.m. Tuesday morning, a severe weather watch issued for the central Oregon area with "extreme danger in the forecast from this severe weather pattern."

It was the second time in less than a month that the high-level emergency warnings were issued. The second such high-level alert was issued at 1:30 p.m. on Jan. 29. The forecast, which was in place for nearly 14 hours, included numerous high winds and gusts of up to 100 mph.

The new severe weather watches and high winds are expected to bring rain to the area with a possible drenching rain at the low elevations.


Weather experts expect the heavy rain to be in the upper 20s to low 30s at high elevations, with the rain likely bringing moderate wind gusts and blowing on snow with potential to be a cold front. The heavy rainfall has prompted officials to shut down roads and power outages as the area is swamped with vehicles and water, potentially making travel dangerous, Knecht said.


The heavy rain is expected to cause a loss of vegetation near rivers and streams, with some trees downed from brush fires, Knecht said.

Yemen is currently struggling with an unprecedented humanitarian crisis caused by two successive decades of famine.

Mobs of starving citizens are flooding cities in a humanitarian crisis that has been compounded by the widespread destruction wrought by Typhoon Haiyan.

In a report earlier this week, the UN's World Food Program warned that nearly half a million people would die by December in Yemen as a result of the ongoing humanitarian crisis.

Maintaining a steady flow of aid through the country is vital, says Tom Steiner, director of the programme for Yemen in Conflict Response, of which Mr. Steiner runs a team.

"If you continue the current pattern of failure and lack of coordination, or even if the food is really limited or is so low it's actually not possible to transport," he says.

Rescue workers are still struggling to reach the capital, Sanaa, with only three percent of the city on the government's evacuation list.

The city's emergency services have managed to evacuate around 700 people, but the majority are still trapped in the rubble of collapsed buildings and a hospital run by Doctors Without Borders that is now in disrepair.

As the situation in Saada remains dire for now, other towns on the central coast have started to come into direct contact with the approaching typhoon.

"We don't know if or how many, because the infrastructure is too damaged," says Mr. Steiner. "This typhoon really made its mark on the city."

But as the region continues to suffer, and as Yemen continues to experience its worst winter in 60 years, it is crucial for residents to be reminded of the dangers inherent in attempting to evacuate their homes, and the ways they can be turned into makeshift shelters.

The United Nations estimates that more than 3.9 million people have been displaced from the capital Sanaa this year due to the ongoing conflict - about one in four people have no idea how to get out.
