Explosion prompts fireworks warning

Boulder County fire-fighting authorities say that because of the sudden spike in temperatures Tuesday morning, the threat of an oil explosion is rising significantly.

"We don't know if this is natural for it to happen," said Boulder Fire Chief John Gualtieri at a news conference Wednesday. "The last time it went off, that's when a fire station had its biggest fire ever that resulted in a fire."

"We don't know if this is natural for it to happen." Boulder Fire Chief John Gualtieri

Gualtieri said the most recent explosion at a drill site just south of the Blythe Ranch gas-extraction facility exploded as it was being lowered.

Gualtieri said the largest one had a gas platform at an unknown location.

The explosions were caused by an intense natural gas mixture in the ground. The area is under heavy fire as a precaution.

The area is under heavy fire as a precaution. "This is the first time the temperature has reached that temperature and the pressure there was so high that it really got into that layer of shale," Gualtieri said.

"This is the first time the temperature has reached that temperature and the pressure there was so high that it really got into that layer of shale," Gualtieri said.

Gualtieri said the incident has been resolved, but he said that some workers who didn't have protection had to leave the drilling area without proper gear.

"There are some who went without protective equipment, and those are the first ones who are impacted, because the guys weren't equipped to go into those locations," he said. "They went directly in the mine shaft, the drill pad and everything."

But he said that the fire will still be significant and that his firefighters did their part to keep it at bay. He asked anyone who has any knowledge of possible oil leakage that may be present in the area, to contact the local authorities with safety tips.

As the fire raged, crews were able to put out the flames from the blaze to the main containment structure and began evacuating nearby residents. The county has set up a safe area as the fire is being contained.

"The water level is very high and the fire was in a very isolated and confined area and that is what everyone is concerned about," Gualtieri said. "Now that this fire has been contained, we will look into what we can do for residents of the surrounding areas."

The Colorado Department of Public Safety and the Bureau of Land Management are assisting the state on this incident and will continue to monitor the situation. Gualtieri said they have sent out multiple alerts regarding the situation

Alarming increase in elderly at risk of homelessness and long-term living in East London.

"These developments demonstrate a continued level of deprivation and concern about the health and safety of London's elderly and sick."

Rothwood Councillor Michael McMahon welcomed the report's conclusion.

"I applaud the work of the CAA and report authors for examining their findings in detail and reaching an informed conclusion," he said.

'The City of London will do all it can to keep London working for the homeless'

Councillor John Bickley of London Mayor Boris Johnson's Business and Innovation Commission had earlier said the report was good news for Londoners.

But he added: "We all have a vested interest in ensuring the City of London is providing for the homeless and providing them the same legal and housing facilities as people who have found employment.

"However, the CAA report is alarming as it shows that people are increasingly living in overcrowded, unsightly and unhealthy environments."

He criticised the way the CAA had approached the issue of homelessness and said: "That does not mean the mayor should be surprised that a number of things have changed in London since 2008/9."

The review examined London's council estates and housing developments, which are the only areas in the capital where there are so many people staying at once.

It said a combination of factors, including homelessness, high levels of crime and the housing crisis in parts of south London, had led to a "catastrophic" rise in the number of people on the streets - from 13,000 in 2013/14 to 42,000 in 2016/17.

'Unlawful housing'

The report said "unlawful housing" was the reason for some of the increase in numbers on the streets.

The CAA said the reason people are living in unsafe conditions and not properly secured in their homes was because they are "brought into the city by their employers and social housing agencies are being mismanaged, leaving them at a high risk of becoming homeless or being unable to pay the full cost of a temporary bed at the right location and in the right time".

The report said "criminal gang activities have become a major source of illegal housing" and a key aspect of the problem is "the large amount of property in and around these areas, which could become 'the new normal'.

"The CAA has identified the 'dangerous and unsightly' properties as a key contributor to the problem.

Study reveals asian ancestry of modern day pacific islanders; not Asian

FULL TRANSCRIPT OF TRANSLATION

KINANGA HIGUILA, KTVJ: We have a lot of history and the island nation of Sumatra.

So many people that today would never believe that this is ancient or recent, but the Sumatran people who lived in the highlands of the Sumatran islands, we have a lot of ancient records that show Sumatran people coming here, getting married and raising families.

But what is surprising is, in the 1950's, the researchers who were looking at ancient records that were being preserved by the archaeological field trip that they made to the islands to look at the prehistory of these islands, they discovered they were in the Indian Ocean.

From one place to another, and on each island, in some cases, they did find evidence that their ancestors came from the Indian Ocean.

So, here in New Zealand we have some of the most ancient records that we have had to see, so to find ancient Sumatran people who came into New Zealand, and to be told that it was, you know, a little, like they're a little bit over the line from East to West.

I'm a professor of history at the University of Auckland.

HIGUILA: And they were actually being told they're different.

HIGUILA: So, these are our stories.

FULL TRANSCRIPT

HIGUILA: It is interesting.

JEFF KOLIKOTA, ABC: Well, it is interesting to hear about the fact that even though you've got ancient genetic data and you've got ancient archeological evidence, it turns out that one of the first things that archaeologist, when they talk to the tribes in India, they find out who the origin people really are, is that the people in the Indian Ocean are Asian.

SURGATOR: Now, I guess, as you said, it's quite surprising. We thought back to how people from around Africa have come to have the same language, the same religions, the same religion, which we do not have here.

HIGUILA: Well, actually, to me, it just kind of shows you that we've got to see, you know, where are our roots in this world. I mean, why don't we try and learn something new in our own backyards or in our own countries or, you know, learn a language so that we can move out of our villages and move into some new environment and, you know, we can have something good to say or whatever other ideas of where we are

Kenyans set to reject referendum on joining Britain

Voters will be asked about the pros and cons of joining the United Kingdom on a referendum on 28 June this year, with an expected outcome that leaves Britain outside the EU.

It is likely to face legal challenges from the country's foreign ministry, which has said that if the referendum is invalid then it can be canceled by a court and that no British citizen could vote for the proposal without permission from parliament.

Protestants who have registered with the country's electoral commission have vowed to refuse their British citizenship.

The opposition Labour Party, as well as its supporters in Britain, have promised to keep their protests "as non-violent as possible".

Un begins darfur attacks investigation into the deaths of three-year-old Erika Kastel and 12-year-old Karla Palmer," said Paul S. Farr, deputy inspector general with the Immigration and Naturalization Service. "As a result of continued investigations, we may issue criminal convictions against Mr. O'Brien for his crimes."

O'Brien, 56, pleaded not guilty to three counts of murder and one count of conspiracy to commit murder in state Superior Court in December, according to his lawyer.

In June, he was deported from Mexico, according to the U.S. Department of Homeland Security, to a federal immigration facility in California.

According to a statement from the U.S. Attorney's Office, the investigation into Kastel's slaying "involved many key witnesses, including that of Mr. O'Brien's co-conspirators."

Officials said they believe O'Brien "intentionally, unlawfully or negligently committed these acts as part of a plan to hide the evidence and cover up his involvement in the death of his daughter."

He's a convicted sex offender who has been in county jail since June.

Minister gets hospital harassment assurances for rape case, court hears

Updated

The ACT Government has received a letter from Justice Minister Amy Adams warning that a case will be referred to the Federal Court on a harassment accusation made against a rape victim.

The letter from Justice Minister Amy Adams dated December 31, 2017, states a complaint will be referred to the Court under section 18.9(2).

In it, Mr Justice Anthony Gaudron says an investigation is ongoing into the case against the woman.

"I am writing with a view to seeking the advice of counsel in the matter as to whether and when that complaint will be referred to the Federal Court and the appropriate sanctions may be imposed," the letter states.

The letter also requests a copy of the complaint and any related documents.

Mr Justice Gaudron said the woman is not a party to the complaint and has not sought counsel.

A number of women have said the same thing on social media.

Sally D'Ambrosio, a rape survivor, has posted a photo of her bruised face at a rape trial.

"The woman was assaulted and I was raped," she captioned the photo, which has drawn almost 9,000 comments on Facebook.

Justice Gaudron's letter states the woman has not sought advice.

"This is just a matter of time before the accused and witnesses make similar allegations and the Court is required to make an investigation into those allegations before the matter is referred to the Federal Court," the letter states.

Ms D'Ambrosio said the victim told a witness of her attacker, who was a family friend, before getting involved with the case.

Ms D'Ambrosio also posted the victim's statement to the internet.

A spokesperson from the ACT Government confirmed the letter to the ABC, saying it was a response to a complaint.

"The Attorney-General's Office in Canberra will have consideration of the letter."

The letter is due to be handed over in due course.
