Unions join fight against sa workers' compensation changes

A group of workers who lost their jobs to pay for a pay rollout drive by the private employers under the government-supported scheme are trying their best to avoid the strike of the day.

The group is fighting against the move by the National Employment Guarantee Scheme (NEGS) to introduce changes to the compensation scheme which will cost the workers about Rs 3.5 lakh a month.

The decision was taken by Finance Ministry in July following the agitation of more than 20,000 workers by various trade unions under the sa workers' compensation scheme. This was despite the fact that over 25 lakh people in India do not have any claim against employment insurance.

"We have been waiting for three months for a notification in the NEGS, but are not getting any," a worker, who asked not to be identified, told The Indian Express. "Our union leadership has been doing every possible effort not to strike during that time."

The NEGS was set up under the National Disability Insurance scheme in 2010 as an insurance scheme to cover disability incurred before joining the workforce. This policy was to be replaced with the National Occupational Health Act, 2003 (OIHA).

As per the OIHA, insurance companies are required to pay workers for "reasonable and necessary" injury and/or loss of earning capacity resulting from occupational injuries. The cost incurred for this coverage cannot exceed Rs 100,000 per employee.

For this reason, this policy has caused a controversy and outrage in the labour-dominated labor bureaucracy, leading to calls for protests and mass strikes in states and unions. This provoked the government to intervene in the affairs of the union and not allow workers to go on strike. However, the moves were unsuccessful as well as the workers being able to strike due to the change.

The agitation by the workers led the government to adopt the policy and announced that workers would no longer be required to get any insurance.

"The new policy is also designed to ensure that there will be no strike during July 1 after which the government will not have to pay any compensation to the workers," a finance ministry official who spoke to the press on condition of anonymity said.

However, they said in an email response to The Indian Express, "This has to be done in consultation with the employers to avoid any misappropriation of the funds to pay the compensation due to workers as per the law and not to allow the strike to affect the financial position of either the employer or employer's franchisees," they said.

Tas health rejects claims of nurses wage shortfall

Tas hospital's claim that it faces a deficit of $100,000 a day is being disputed by independent health board chief surgeon Richard Denniss who said it was accurate.

It comes after the Health Minister Tanya Plibersek warned that it could be weeks before the hospital was able to raise some of the £700m that was put into the service.

"I think this is the most interesting thing to me," said Mr Denniss, chief executive of NHS Trust England. "It's quite remarkable. I'm not aware of any NHS hospital which does not run its service as effectively and financially as this."

When asked about the shortfall he said: "That's just not true. It is one of the most robust practices in the world that they have and we are always on the watch to ensure they are."

Ms Plibersek also said the shortfall was being treated as an "external shock" rather than a cash problem.

Hospital and health worker dispute: 'I'll hold out for pay increases'

Hospital and health worker, John Legg, says nurses are suffering under an "absolute and complete crisis" at Tas General Hospital, where he has worked for 18 years.

Mr Legg, 34, a junior nurse, said nurses were not working because they could not find jobs - and that he would not work until hospital bosses made his staff paid - but would hold out for improved wages.

"If the people there cannot get good jobs, how can we expect the people who work here today to be successful long term, given the problems we have got in terms of the quality of nursing and the lack of continuity?" he said.

His union, Unite, has said he is entitled to a 12-hour day to help deal with the "realisation he's not receiving a decent pay day."

Meanwhile, on the front row of the Tas medical panel meeting yesterday, Mr Justice Thomas Drennan, chairman of the Public Accounts Committee, criticised the NHS for having failed to provide information on its planned cost-cutting measures.

Mr Drennan said that in the run-up to the 2015 general election, the NHS had been promised significant new investment and promised significant cost-cutting measures but the Liberal Democrats had not been able to demonstrate how those measures would achieve those goals.

Youth survey to highlight community issues in Victoria

The National Youth Survey 2016 shows that over half of Victoria's youth are worried about not being able to meet their basic needs in the future, compared to 13 per cent in 2010.

More young people surveyed for the 2016 Youth Report showed increasing concern about housing affordability and access to social housing.

In addition, 21 per cent felt they were "struggling to make a good living" in Victoria, up from 10 per cent in 2010.

The report also highlighted youth's frustration with the government, where 17 per cent felt the federal government had not done enough to address the social security system problems affecting them.

The Youth Report includes findings related to unemployment rates and mental health and wellbeing:

14 per cent of youth aged 18-24 have experienced unemployment or a relative in the past 12 months

The youth with the highest risk for depression are those who have struggled with depression or a loss of independence in the past year.

"Being a teenager is a difficult thing for people to describe," said researcher Dr Chris Della Sala, Director of the Institute for Community Studies, at the University of Victoria's Ross McEwan School of Criminology.

"The reality is, it's an extremely lonely and isolated thing, and it can have profound social and emotional effects."

But the youth may face even more challenges when they leave the youth home environment, and return to a typical job and community experience.

At the same time, the report notes youth's support network and role in the community is expanding.

The biggest gains have been in the areas where youth are most vulnerable, such as housing affordability, job training, access to community services and health.

It was in 2015 when she began writing about what she described as a "dark moment" for the family. She began to realise how much work her daughter was doing in the community to keep the water levels as low as possible for the two children who were already on the block and the children whose mother lived nearby. "She was working so hard on waterproofing and I was like, what was she doing?"

She told the Guardian, "It's so hard to accept someone as much your own mother, who has spent so much time helping you do so much, but who is then not there – who isn't there, who's never coming back."

"I didn't want to let that define her because she loved this town so much – her work had really changed her life and it made her want to leave," she said. "It was very hard to see [the family's] life just fall apart. My daughter got a bit too strong at times in her emotional state. She was very dependent on her mum."

She said that she had always tried to give her daughter as many opportunities as she possibly could – "it's like getting your own life partner now – but the idea of my daughter going through what we had to deal with, it felt like the end of the world."

The house her eldest daughter shared with her mother was on the second floor and her daughter's father, who worked in advertising in the city centre, had been living in an adjacent house for the last five months.

She said she knew about the water problems in the community but only as "the last straw" because her daughter started being a bigger voice and was more active on Twitter. She also spoke to her father by phone from her home.

In October, a friend said that her mother, who did not want to make any public statements about the flooding, was working on her own as a housekeeper for a local charity.
